General FIPS code help

Census blocks and FIPS can be tricky! Our favorite census docs are this and this. A full 15 character FIPS is for a census block. In general, for Census GEOIDs, they're hierarchical and their format is:
characters 1-2 are state FIPS
characters 3-5 are county FIPS
characters 6-11 are census tract FIPS
character 12 is block group FIPS
character 13-15 are block FIPS
